I210 Linux driver aside IGB

We are integrating The I210 chip in our new PCI card.
we want to write a Linux driver that handles the I210 SDPs and the SFP I2c while the IGB driver is running.
Is there a way to write a Linux driver that works a long side the IGB driver?
can you explain how?
How we write a driver that hooks the IGB?
How can we change the I210 PCI vendor ID, In case we don't like the IGB to be loaded automatically?
