What is Network Controller Side band Interface (NC-SI)?

I219 Jacksonville does not have NC-SI while I210 Springville has NC-SI. What is the purpose of NC-SI and JTAG? If we dont used NC-SI and JTAG, can these pins are left no connected.

Kindly, need advice.
