X550-AT2 2nd MDI Port visible, but not active

We are using COM Type 6 Modul with Intel® Xeon® W-11555MLE

and a Carrier BRD with the Intel X550-AT2 [ELX550AT2 S LL2E]

The prototypes are running quite well without any major problems, besides one of both 10GBE MDI Ports is not active.

Here a further error description:

We use the Ethernet controller X550 (Mfr. No: ELX550AT2 S LL2E). Unfortunately only “Lan 0 port” establishes a connection, when attached to Network. The following picture shows that “LAN 1 port” (red marked) seems to be not enumerated (no #x), on the other hand “Lan 0 port” is enumerated by “#2”. We used the same NVM Flash content like it is used in the Intel Network adapter (X550T2BLK), by soldered away the flash from X550T2BLK and soldered the flash on our prototype, as the initial application is identical.

What could cause the circumstance that Port "Intel(R) Ethernet Converged Network Adapter X550-T2" is visible, also manageable (via Intel Tool you can set up LEDs and configs), but when attached to network no Speed/Link is recognized.

Any further recommendation what to test or to do?

It is checked for short-circuits and ESD-Diodes are not assembled.

PCIe Connection Gen3 establishes well and Power Sequencing is according to datasheet.

I added a partial Schematic for further insight.

Thank you in Advance for any hint.
