Can the JTAG port be fully disabled (HW strap, FW configuration) in the Intel BayTrail E3845 SKU, or is it already blocked out by default?

I know the BayTrail processors "support" has been discontinued by Intel, however, they are still in manufacturing and sold by vendors, and thus still being used.
I have already reviewed all applicable documents regarding the BayTrail family of processors that are publicly accessible and also under NDA with my premier support account, and I did not find the answer.
I have looked at:
- Platform design guide (provides few information about JTAG signals but no statement on whether it can be disabled or not)
- Debug port design guide (provides information on how to interface to the debug port.. no statement on whether it can be disabled or not)
- Manufacturing design guide
In the end, can you escalate the question whether there is either a HW or FW way to fully disable JTAG on the Intel BayTrail E3854 SKU, or is the JTAG disabled by default?
