my customer reply use Fortville XL710
need change in NVM the port status upon power up.
Can you please help to provide new NVM in which Ports of MAC are disabled through NVM.
After the driver will be up SW will enable the port.

Additionally, can you confirm if you are using the latest NVM driver for the NIC? Refer to the link below for the latest version of NVM available for XL710 NIC.
