Let us know if you have refer to the Intel® Ethernet Controller X710/ XXV710/XL710 Datasheet, under chapter 3.4.1.1 Requirements on NVM access, as per link below and see if it's help with the issue.

If the programming does involve SPI Flash device then you can refer to the same Intel® Ethernet Controller X710/ XXV710/XL710 Datasheet, under chapter 14.10.2 Supported Flash Devices for more information. We also have a forum for those specific issues and you can post it to that forum as per link below so it can get answered in more detail.

My colleague with the premier support access is having difficulty navigating the support site with his access. He attempted to post a query but is redirected to the standard support page. Can you please advise. Have not come across a solution just yet.

Is it possible to check if your colleague can access the Intel Premier Support portal and see if there's anything on the page that allow you to select a contact or product?
The Intel Premier Support button will be visible in the My Intel Dashboard under the My Support section.
Let say if you suspect there's some issue with Intel Premier Support portal then you may refer to the link below and see if they can provide any assistance or suggestion.
