Does E10GSFPLR, when used with Intel x710 quad-port 10g sfp+ nic, auto negotiate to 1G.

Yes. SFP-GE-LX-SM1310 is a Huawei SFP and Huawei confims that it supports 1000Base-LX (https://forum.huawei.com/enterprise/en/huawei-quidway-s5328c-1g-single-mode-sfp/thread/654997-861#pid3434503). That means if we use SFP-GE-LX-SM1310 in switch side and E10GSFPLR in intel adapter, it should work ?

We deeply appreciate that you provided more information regarding the Huawei SFP that you are inquiring about.
Based on what you said, as long as an Intel SFP is connected to our ethernet adapter then by theory your setup should work. It just that we have never tested this configuration before. It would be best, for you to be sure, to check with Huawei if the setup will work.
We hope for your understanding regarding this.
