I bought a motherboard "Gigabyte Z390 AORUS Pro WiFi" who uses "Intel Ethernet Connection (7) i219-v".
The Ethernet controller take long time to start on Windows (10 seconds) and some time the controller restart (loss internet connection for 3 seconds).
With my old motherboard I had no problem.
I change my cable to try other way.. I got last driver from your website...
My Windows system is clean and new.
When I disconect/connect a cable there is a very long time of detection.. There is no LED for 10 seconds.
The test cable with Intel Utility is OK.

Config : i9-9900K, RTX 2080, NVMe Corsair Force MP510, Alim Corsair RM750x, 32 Go RAM

Ok problem solved!
I used cable 100Mbit/s (cat 5e) that's why Windows was not ready to use Ethernet, because he was setup with 1Gbit/s. 10 seconds was the time to switch in 100Mbit/s I think.
If anyone want to use cat 5e cable and has same problem then me follow this configuration :
Best way is to buy cable cat 6 😎
