Hello, please tell me where you can find and download the working driver "82574l for Windows Server 2016", have tried many drivers or are not installed or cause BSOD errors during operation

Latest package is available here: https://downloadcenter.intel.com/download/26092/Ethernet-Intel-Network-Adapter-Driver-for-Windows-Server-2016-?product=36773. I am not seeing the 82574L mentioned as supported or specifically unsupported. All you can do is try it...

Unfortunately this is not installed

Not sure what to suggest. This PHY is​ just too old, I guess (from 2008 - and just discontinued in Q1'20). You can always add an interface via PCIe card or USB.
