How Can I send a GTP( include inner IP)packet by pktgen

Hi

I try to send a GTP( include inner IP)packet by pktgen DPDK tools.

but IP header+GTP recived everytime.  

How Can I send a GTP( include inner IP)packet by pktgen tool.
