On the DELL support sites for PowerEdge T710 you can find Intel_LAN_14.5.1_ DOS Utilities _A00.exe. I used "refuse" to made USB-stick with DOS.
It was possible to use bootutil and install iSCSI boot.
In the file Intel_LAN_16.0.0_DOSUtilities_A00.exe I did not find the file BootIMG.FLB

We would suggest to double check with Dell regarding the missing file in the version 16 of DOS Utilities.
