How to disable "Adaptive inter-frame spacing" in DPDK pmd and application?

From https://www.intel.com/content/www/us/en/support/articles/000005593/network-and-i-o/ethernet-products.html, I know intel network adapter like I350 and 82576 support "Adaptive inter-frame spacing", which if for dynamically adapts to network traffic conditions, and avoid network collisions, how can I disable this feature in DPDK pmd and application
