The tech guy used a linux stick and the connection worked fine. What is causing the slow down in Windows 10 Pro. I added an Intel Gigabit CT card to see if that would make a difference. No. A web site called superuser suggested resetting the TCIP stack. I was able to follow the steps but the stack did not reset.

If it works fine with Linux, and you believe it to be a windows problem, and you have eliminated the Intel LAN controller as a problem, contact Microsoft support.
