It doesn't install because the specs of RPM has wrong dependencies like "fileutils". This dependency is wrong on Fedora 31 because they have replaced it with "coreutils"-package. This driver is not available on Fedora 31. Whom can I contact to help in this?

Thanks. This new driver is integrated in 5.7 linux kernel. So, one need to wait for that new kernel release.
