I210 || WGI210IT || Clock issue

Hi,

I am using the part #WGI210IT in my design. I have supplied 3.3V to the system, and the WGI210IT has generated internal voltages of 1.5V and 0.9V. However, instead of seeing a clock signal at the XTAL1 and XTAL2 pins, I am observing a high value around 700mV. According to the datasheet, the clock should be generated immediately after power-up. Could you please confirm if there are any other points I should check here? The DEV_OFF# pin is tied to 3.3V through a 10kΩ resistor, and the LAN_PWR_GOOD pin is also tied to 3.3V with a 10kΩ resistor, which should select the internal POR mode. Can anyone assist in identifying the issue?
