I350-T4, 2012 R2, and VMQ

Cards in Slot1, 2, & 3 are all I350 cards. There is a GUI / Powershell mismatch on whether or not VMQ is enabled.

I have enabled VMQ from the GUI via the device manager and by the Enable-NetAdapterVmq powershell command. So in this instance, SLOT 1 Port 1, is the port I am referring to. Enabling VMQ via powershell or by the GUI only affects the settings in the GUI. Powershell still says enabled "False". The check box in the Advanced settings / Virtualization settings unchecks and checks for Virtual Machine Queue within the GUI Properties of the NIC. So the other thing is that SLOT 1 Port 3, a port on the same card says it is enabled in powershell. Can anyone give me any insight into this issue and which setting I should believe? I just installed 19.1 version of the intel proset. I have a tendency to believe powershell over the gui. Any insight would be helpful. Is there any service or anything I need to restart for powershell to show the change like the GUI does?

Last Question: is VMQ automatically enabled on a VMLB Team when used as an External Virtual Switch in Hyper-V 2012R2? Note as you can see VMQ is disabled on all teamed NICs.
