Intel 82574L Blank Chip, How to write MAC Address, firmware in Windows 10

Please tell me the correct way to write a new hardware MAC address and load firmware into a blank Intel 82574L Gigabit Ethernet Controller Chip under Windows 10 Embedded.

Windows would be running on a Qseven module board, and the 82574 chip is on an adapter module board attached to the Qseven module.
