Hi,
I have exactly same symptoms as described in this topic: https://community.intel.com/t5/Ethernet-Products/Intel-R-Ethernet-Connection-7-I219-V-limited-speed-100-100/td-p/1430686
Same Windows version (11 22H2), same driver (12.19.2.45), same adapter I219-V. And the same problem - my modern gaming rig stuck at 100 mbps. My router is ASUS RT-AX58U is absolutely functional, all ports are able to provide gigabit (I tested all of them with other computer, with Realtek Ethernet adapter). But this one, I219-V, is still operating at 100 mbps.
So, what is the problem? How to fix it?

Issue resolved - I re-crimped Ethernet cable and then everything became in order.
