Hello my intel X550-T2 card lists no ASPM support, but i intentinaly bought it because i thought it had what could be the problem? Here some logs:

For the steps of configuring ASPM in BIOS, please follow below (i have made some changes)
Access the BIOS> Go to Advanced and then Integrated IO configuration.
Use down arrow keys to select PCIe Misc. Configuration Under Integrated IO configuration.
Press enter key to view the options in PCIe ASPM Support (Global).
Select Enable and press enter to select the option.
Press F10 to save and Exit.

Hi Grobhack,
Regarding your issue, can you check the status of ASPM in BIOS? Below is the steps:
Access the BIOS> Go to Advanced and then Integrated IO configuration.
Use down arrow keys to select PCIe Misc. Configuration Under Integrated IO configuration.
Press enter key to view the options in PCIe ASPM Support (Global).
Select Disabled and press enter to select the option.
Press F10 to save and Exit.

It seems to be working now after changing the bios setting

LnkCap: Port #0, Speed 8GT/s, Width x4, ASPM L0s L1, Exit Latency L0s <2us, L1 <16us
LnkCtl: ASPM L1 Enabled; RCB 64 bytes, Disabled- CommClk+
I have attached some pictures of the bios settings.
I am still only reaching package c-state c2 but thats probably nothing to do with the Ethernet Controler
Solution: the thing that fixed it for me was a reboot and reseting the bios and setting the the required settings again, they were set before, but setting them again fixed it for me.
I also have run powertop --auto-tune but i'm not sure if it's part of the solution, also i have a kernel parameter set for pci_aspm.policy=powersave but same as for powertop i'm not sure if this is part of the solution, just saying it to show the complete picture.
