Issue PLDM FW update fail on Intel® Ethernet Network Adapter E810-CQDA2 for OCP 3.0

I am writing to seek assistance regarding an issue I encountered while attempting to update the firmware on the E810 CQDA2 for OCP3.0 Version 4.3 using PLDM on openBMC. Below are the details of the process and the issue:

[1.]
Firmware Package: Intel NVM Update Utility for Intel Ethernet Network Adapter E810 Series Firmware File Used: E810_CQDA2_OCP_O_SEC_FW_1p7p7p3_NVM_4p70_NCSIwPLDMoMCTP_0.00_8001F7B5.bin

[2.] Following the attachment, I observed that when sending the updateComponent command, the FD state was not in Ready Xfer, resulting in the command being rejected. It seems that the LearnComponent stage did not transition to Ready Xfer as expected.

We can see FD state is LearnComponent not Ready Xfer

[5.] And I try NVIDIA CX7 works fine, But Intel E810 fail.
