In my system, I have Intel i226-LM, i226-V 2.5G ethernet interfaces as well as dual 10G SFP+ X710 interfaces. I cannot get these to pass the VLAN or mac control (like Ethernet PAUSE frames) up to the sniffer. They are all running latest intel driver versions:
i226-LM : 2.1.4.3
i226-V: 2.1.4.3
X710: 1.19.164.0
From what I can see in this doc, the driver versions do not refer the drivers for the x710 SFP+ NIC nor the i226L 2.5G ethernet adapters.
My Sniffer Isn't Seeing VLAN, 802.1q, or QoS Tagged Frames (intel.com)
In this doc, it says for the 700 series, the Driver is i40ea and i40eb. For the 2.5G adapter, it says driver is e2f. These are not referenced in the wireshark sniffer note above.

Does anyone know what to use in order to get Wireshark to show VLAN tags, and even 802.3x PAUSE frames for these network devices? I've tried MonitorMode and MonitorModeEnabled both set to 1 for these and it is still not working. At some point it would seem this kind of setting should be put into the driver config that is exposed to the user like setting like many other low level things are, such as checksum offload, flow control, EEE, VLAN ID, etc.

Related to your issue above, please follow below setting:
Settings in Wireshark --Ensure Promiscuous Mode is enabled.
Set your NIC to promiscuous mode to capture all packet
