Please, answer these questions to have a better perspective of this issue: 

 

  1. Just to confirm, is this driver giving you installation issues or another issue? 
  2. We would like to do some research about this driver, please run this utility and attach the report: 

Intel® System Support Utility for Windows. 

Note: Make sure to mark the box that says "everything" before pressing the Scan button. After that, click on "Next>" and select "Save" and then, attach the .txt file.

After updating 
https://www.intel.com/content/www/us/en/download/19779/intel-killer-performance-suite.html

I no longer have the E3100 ethernet adapter in my device list, and trying to install the same driver, gives the same error as above due to signing i cannot get ethernet going.

Same issue.

The latest driver for the E3100 series is not signed correctly for windows, and I see the same message from the image in the post above.
