Unable to see SR-IOV capabilities for the Intel X710/X557-AT 10GBASE-T

Steps I have taken so far:

• Verified IOMMU and SR-IOV are enabled in BIOS
• Checked with lspci -vvv -s <PCI-ID> but SR-IOV is missing
• Successfully see SR-IOV on another adapter using the same driver
• Manually installed the latest i40e driver from Intel, but no change
• Reloaded the driver and rescanned the PCI bus.

Server  :
- Ampere Altra [ GNU/Linux 5.15.0-88-generic Ubuntu 22.04.3 LTS (Jammy Jellyfish)  aarch64  ]
- Dell-AMD EPYC 9654  [ GNU/Linux 5.15.0-88-generic Ubuntu "22.04.3 LTS (Jammy Jellyfish) x86_64]
I see the same issue in both servers

Thank you for posting in Intel Ethernet Communities. 

For us to further check the issue, please provide the following details.

1) Are you using a PCIe X710 or onboard?

2) What is the brand and model of your system or motherboard?

3) If you are using a PCIe card, can you send photos of the card on both sides for us to validate if the card is not an OEM unit?

Please also check whether the VT-d option is enabled in the BIOS and configured for the NIC in question. Example is as per below, but it depends on your system.

Go to System BIOS >> Device Settings >> Ethernet Converged Network Adapter X710 >> Device Level Configuration >> Virtualization Mode = SR-IOV

•  Server : Dell EMC PowerEdge XR12 ,  Baseboard Manufacturer: Dell Inc [ Product Name: 07GGDG Version: A00] CPU : Intel(R) Xeon(R) Gold 6338N CPU @ 2.20GHz

3) If you are using a PCIe card, can you send photos of the card on both sides for us to validate if the card is not an OEM unit?
    I am using intelNIC with pulsejack ICM, I am yet to get the exact photos of the card, attached is the reference picture
