Steps I have taken so far:
- Verified IOMMU and SR-IOV are enabled in BIOS
- Checked with lspci -vvv -s <PCI-ID> but SR-IOV is missing
- Successfully see SR-IOV on another adapter using the same driver
- Manually installed the latest i40e driver from Intel, but no change
- Reloaded the driver and rescanned the PCI bus.
Server :
- Ampere Altra [ GNU/Linux 5.15.0-88-generic Ubuntu 22.04.3 LTS (Jammy Jellyfish) aarch64 ]
- Dell-AMD EPYC 9654 [ GNU/Linux 5.15.0-88-generic Ubuntu "22.04.3 LTS (Jammy Jellyfish) x86_64]

For us to further check the issue, please provide the following details.
1) Are you using a PCIe X710 or onboard?
2) What is the brand and model of your system or motherboard?
3) If you are using a PCIe card, can you send photos of the card on both sides for us to validate if the card is not an OEM unit?
Please also check whether the VT-d option is enabled in the BIOS and configured for the NIC in question. Example is as per below, but it depends on your system.
Go to System BIOS >> Device Settings >> Ethernet Converged Network Adapter X710 >> Device Level Configuration >> Virtualization Mode = SR-IOV
Besides that, please check the list of Intel Ethernet Adapters and Intel Ethernet Controllers support SR-IOV below:

- Server : Dell EMC PowerEdge XR12 , Baseboard Manufacturer: Dell Inc [ Product Name: 07GGDG Version: A00] CPU : Intel(R) Xeon(R) Gold 6338N CPU @ 2.20GHz
3) If you are using a PCIe card, can you send photos of the card on both sides for us to validate if the card is not an OEM unit?
I am using intelNIC with pulsejack ICM, I am yet to get the exact photos of the card, attached is the reference picture
