Hi arunmag, if you're using a windows 7 professional or ultimate system, there's built-in web server capability for you to setup local web server, you may turn on Internet Information Services (web management tools - IIS Management console, World Wide Web Services) from services console.
for connecting to the cloud, suggest to check the cloud provider if there's particular application you need to install.
