intel 82599 NIC lldpad tlv has no dcbx tlv sometimes

I set the intel 82599 NIC dcbx mode to force-cee. why the card lldptlv sometimes have no dcbx tlv, sometimes after restart network port have dcbx tlv.what relationship with it?
