intel(r) ethernet connection i217-lm not working in promiscuous mode with Wireshark

In order to view packets coming into the NIC i have to run a python script that opens up the port I want to see data on. I have turned off the firewall and also added rules to my PC using netstat/netsh. I saw somewhere that the NIC can have promiscuous mode turned off or may not be able to run in promiscuous mode. Any help would be greatly appreciated. Hopefully this is the correct place to ask this question.
