interfacing I210IS to Broadcom 5461S PHY in SGMII mode

I have an I210IS device, interfacing to Broadcom BCM5461S in SGMII mode.

Currently I don't have MDIO from I210 connected to PHY, I loaded "Dev_Start_I210_Sgmii_NOMNG_16Mb_A2_3.25_0.03.bin" driver into the device flash.

The PHY is set to SGMII mode. I have signals on both RX and TX line, but no link

Any help would be appreciated
