Yes, the Intel® 82579LM Gigabit Ethernet PHY is supported in many of the driver packages for Windows 10. That latest version of this package that supports this PHY can be downloaded from here: https://downloadcenter.intel.com/download/28415/Intel-Network-Adapter-Driver-for-Windows-10?product=47620. Newer builds of the driver package do not appear to support this PHY.
