Arria V memory controller: Hard vs. soft

I'm currently wondering, why the Arria V hard memory controller for DDR3 memory only works up to 533 MHz, and the soft memory controller is able to go up to 667 MHz. Would have expected the other way round. Why is it like this?

a 1/4 mem controller is avaliable. and hmc works at full rate only.
