I tried from my end and it is working.

I can now download the qar file. The download page at https://www.intel.com/content/www/us/en/programmable/downloads/thank-you.html?swcode=WWW-REF-PCIE-HP-AVMM [https://www.intel.com/content/www/us/en/programmable/downloads/thank-you.html?swcode=WWW-REF-PCIE-HP-AVMM] says to get the licence. When I click on "Get licences" I am redirected to https://www.intel.com/content/www/us/en/products/programmable.html [https://www.intel.com/content/www/us/en/products/programmable.html] instead. Hi Sir,

After you get the QAR file, you suppose can compile it with quartus.

And if quartus compilation give you complaint about license, then you can visit this page and learn how to obtain the license.
