I haven't found similar fatal error in the database. Could you help to share your design .qar file that could duplicate this error?
We will need to duplicate the error as without the error duplication from our side, it would be hard to find a workaround/solution.

I do not see this IE in the Quartus Pro 22.4.
Could you try to run the project in the latest Quartus Pro version?

Yes, in fact there is no IP upgrade needed when I open in 22.4.

Sometime upgrading to the latest version help to resolve the IE issue (not always though) as bugs has been fixed with each Quartus release.
