Licensing for multiple development kits

Does anyone know if Altera licenses the Quartus II devkit edition on a product family basis?

For example, if I purchase two development kits for two different FPGA families (i.s. stratix IV and arria II) for two developers, can I build two stratix IV designs or two arria II designs simultaneously, or am I limited to one stratix and one arria design at a time?

the only restriction of the devkit license is that it dies after 1 year
