Hello,
OK, thank you for willingness. When I try older version of Quartus, it seems that this error is in version 19.1 and 20.1. This error is not in Quartus version 18.1.
Thank you in advance for new information abut this issue.

Sorry for the late respond.
Unfortunately I just gotten feedback from Intel Engineering team that Intel has decided to discontinue RAPIDIO IP from Quartus v19.1 onwards as per below KDB notification.
Really sorry for the confusion on RAPIDIO IP listing on Quartus IP catalog. I am now working with Intel Engineering team to remove RAPIDIO IP listing on future Quartus version.
