there is no link available for cyclone V transceiver native 16 bit data transfer 8b/10b encoding. can somebody provide that link. Thanks

As I understand it, you have open a separate case 04471463 which seems to be similar to this. As mentioned in that case, for better tracking purpose, I would like to recommend that we use the case 04471463 for subsequent discussion.
