Alternate programs to use the HPS in DE1-SoC?

I'm trying to find a cost effective solution to do some bare-metal development for the HPS core inside the Altera Cyclone V chip included with the DE1-SoC development board. I was using the Intel FPGA University Program, but seems I can't maintain a gdb session, or even takes up to 10 minutes just to connect, and it disconnects upon any error conditions. It's very frustrating, and I've spent even a whole day just trying to connect and debug any connection issues.  

The DS-5 program costs around $5k for a floating license. Is there any alternative program to using the HPS core (Dual Arm Cortex A9 processor)?
