I am working on a project to send data to a database using FPGA over Ethernet connection. I believe the FPGA needs to communicate with SQL Server in order to transfer the data to a database. I am very new this and unfamiliar to the protocol. Any advise would be much appreciated.

Your question is too generic and looks like you are looking for full system solution. Something that unlikely forum user can help you out easily.
This forum will be more useful if you can narrow down the ASK request to something like how to use certain specific feature insides FPGA.
For enquiry of total system solution design, it's best to consult FPGA design service partner but you need to pay for the service

As for Ethernet IP solution supported by Intel FPGA, it's mainly focus on PHY + MAC layer only and not beyond that.

- You still need to implement your own higher level application design by yourself.
