Cyclone III starter Kit control_panel issue

I'm trying to use the control panel app that comes with the altera cyclone III starter kit (the one without the LCD made by terasic). I've downloaded all the latest software.

I have the same problem using:

cycloneIII_3c25_start_v11.0.0.exe for the kit files

11.0_quartus_free_windows.exe for Quartus

11.0_programmer_windows.exe for stand-alone programmer

I have Win7-64 bit. I had trouble with the JTAG programmer seeing the kit, but after reading a number of posts, I installed the stand-alone programmer (above) and that somehow fixed the integrated one as well.

I used that to program the "cycloneIII_3c25_start_niosII_standard.sof" file into the FPGA, then quit the programmer and ran "control_panel.exe"

I get this error:

"Could not establish JTAG connection between the board and control panel application."

Any help would be great. Thanks!
