DE0 Nano Board - question about expansion header

I have 2 two 40-pin expansion headers on my DE0 Nano Board. According to user manual(page 18) two pins on each of them are named GPIO_IN0 and GPIO_IN1:

Does it mean I can use PIN_A8 and PIN_B8(page 18) only as input pins? Or they can be used as other GPIO pins for output signals as well?

Correct, those two pins on each expansion header can only be used as inputs into the FPGA.
