DE2-115 and data conversion card

I want to connect the data conversion card on the HSMC connector of the DE2-115 board. I have shorted pin 2 and pin 3 of jumper 3 (jp3) . 

 

When I try to programm the fpga, i get the cannot access jtag chain error.
