Does any one use the Agilex™ 7 FPGA I-Series Development Kit (2x R-Tile and 1x F-Tile) before?

We bought this board and it comes in with not able to identify FPGA onboard from Quartus. We can see USB device from a computer which we connect to. And if we disable FPGA JTAG, we can see a virtual JTAG. But we got "no valid device detected" once we enable the FPGA on board. it seems its JTAG does not work.

We would appreciate for any suggestions on how to get this board being alive.
