Does the PL-USB-BLASTER-RCN device have any nonvolatile memory that would be retained in the device after power off? If the device does have nonvolatile memory, can you provide details (type, size, usage, etc.)?

USB Blaster is just a USB to JTAG bridge. It doesn't have any nonvolatile memory.
