Our engineer detected nonuniform solder ball on EP4CE40F29C6N. Is this common MFG defects or there's risk of counterfeit?

Would it affect to its application? Country origin of the parts is Taiwan

Probably a pull from an existing board that was then re-balled by an incompetent tech.
