HDMI Intel Arria 10 FPGA Design Example - TX only design.

I have a HDMI example design working on the Arria10 GX FPGA development kit. It has a RX section and a TX section. However I would like to use it as a TX only. The user guide is UG-20077 and I am using Quartus version 20.3. I have attached the user guide. Section 2.2 of the User Guide discusses RX-only and TX-only designs. Table 4 in that section states the Transceiver Arbitrator should be removed for a TX-only design. When I do this the transmitter does not become enabled. I tied the unused inputs on the TX to '0'. Is there any advice out there that could help me get this working?
