Help on how to use DC +5V (VCC5) and GND pins

I wanted to use the DC +5V (VCC5) pin on the expansion header to connect to my breadboard but I am not sure how to do it. The manual only states that the board has 8 pins that are either a source/gnd pin and their location on the board. In VHDL would I assign GPIO_0[11] GPIO_0[12] as output pins?

At least tell about the used Dev Kit and connector number.

Sorry about that. I have the DE2 board and the Cyclone II EP2C35F67C6N. I'm not sure what you mean by connection number.
