How to RMA a Stratix 10 SX SoC Development Board

Hi,

My employer has purchased a Stratix 10 SX SoC that immediately developed a leak on the closed loop cooling system. I've attempted to file a service request through Intel's website but always end up with the following error:

https://premiersupport.intel.com/IPS/Core_IPS_SSO_Error_Customer

I can't get past that link to file a RMA. I've found no other chat or request avenue that will allow me to even start the process. The one chat I was able to find was account support, which directed me here. I can't say that I have a ton of faith publicly posting about a hardware failure however. This was a very expensive board with an immediate hardware failure, why so hard to file a RMA?

Any links or avenues for support would be appreciated. It's been almost a week that this has been broken and I've gotten absolutely nowhere with Intel Support.

Thanks
