IPC-1752A for Intel EPM3512AQC208-10N

 manage to download the IPC-1752A for Intel EPM3512AQC208-10N at Intel website (https://www.intel.com/content/www/us/en/programmable/support/quality-and-reliability/environmental/material-decl.html?_ga=2.245864836.1856328930.1563413737-1040046591.1563342462&erpm_id=8597745) and found it did not include Diisobutyl phthalate (DIBP): 0.1% which is one of the hazardous substances in Rohs 2015/863. I tried for other active parts and found the same. In that case, can I say the parts are Rohs 2015/863 compliant?
