MAX II development kit USB Reference Design question

Hello, 

 

This question is about USBRefDesign project which comes with MAX II development kit. 

 

If anybody used this design, I have a thing bugging about the general pins section. 

 

Why USB_RXFn_D5 pin (DataPresent) is connected to SC_Ena_B1 ?

ohh hi, have you been worked with this?, beacuse i tryed it, but i can run the app. exe, i understand it made in visual basic, but i cant open it... do you have any idea?
