Quartus 13.1 cpu usage reports incorrect with 72 cores machines,
is that affecting the fitter results?
Quartus 19.4 hides the per core usage.

The unusual report was due to the report generation code.
Fix in Quartus 15.1. It does not affect the fitter results.
Starting from Quartus 19.3 fitter stages no longer report "Average Processors used" accurately. Thus it was removed from this report until it was fixed in a future version.
