Red leds of Arria 10 dev board illuminate

I am using arria10 dev board.

After I programmed a flash file to the device via Ethernet,

red leds (D3-D10) illuminated after power on the device.

Even if factory mode is on, red leds illuminate.

 

I tried factory restore, it was failed.

The log is below.

Can't configure device. Expected JTAG ID code 0x02E860DD for device 1, but found JTAG ID code 0x02E660DD. Make sure the location of the target device on the circuit board matches the device's location in the device chain in the Chain Description File (.cdf).

 

Could you tell me the way to recover the FPGA?

I am using A10 GX.

 

 

After posting this question, I fixed the problem by reading below thread.

I changed a QUARTUS_ROOTDIR environment vairable for Quartus 17.1.

After rebooting the PC, after that jtag error was not shown and I could do factory reset.

 

The flash file was also something wrong. 

Because after uploading a flash file, "Factory Restore for MAX 10 Dev Kits" page was displayed.

 

I remade a flash file and uploaded it to A10 GX dev board.

This works fine.
