arria 10 SoC boot

Customer Arria 10 SoC board fail to boot. It shows error message ERROR(CMD256-TAD10-NAL18) fromDS-5 debugger. 

ERROR(CMD256-TAD10-NAL18):
! Unable to display contents at location "S:0xFFFF000C"
! Failed to read 4 bytes from address S:0xFFFF000CERROR(CMD256-TAD10-NAL18):
! Unable to display contents at location "S:0xFFFF000C"
! Failed to read 4 bytes from address S:0xFFFF000C

Thank you for any ideas and suggestions.
